Office of Child Development and Early Learning (OCDEL)

Since its inception in 2007, the Office of Child Development and Early Learning (OCDEL) has focused on creating opportunities for the commonwealth’s youngest children to develop and learn to their fullest potential. This goal is accomplished through a framework of supports and systems that help ensure that children and their families have access to high-quality services. OCDEL is jointly overseen by the Department of Human Services and the Department of Education. For more information click here

Early Intervention supports services and resources for children that enhance daily opportunities for learning provided in settings where a child would be if they did not have a developmental delay and disability, provides families’ independence and competencies, and respects families’ strengths, values and diversity. Supports and services are designed to meet the developmental needs of children with a disability, as well as the needs of the family related to enhancing the child’s development in one or more of the following areas:

  • Physical development, including vision and hearing
  • Cognitive development
  • Communication development
  • Social or emotional development
  • Adaptive development
